About the event
Please read the proposed ordiance (and attached memo) before the meeting so that we can have a good coversation.
We will hear a 10-minute presentation by the City of Homer rep. Julie Engebretzen, who helped draft the ordinance, followed by a discussion of the strengths and weaknesses of the ordinance-as-written.
If we have enough folks, we will break into focus-groups to work on particular issues, concerns, aspirations. Focus groups can get together to reach out to decision makers, find more information about particular topics, bring info back to the larger group, etc.
We will close with to-dos and next-steps.
For background on the issue, feel free to you do your own research.
Some helpful starting points are:
• Community Conversation: Housing Solutions in the Greater Homer Area
• General City info on Short Term Rentals
• A City review of other STR ordinances
• Resources from the Gateway & Natural Amenity Region (GNAR) Initiative
• Soldotna considers a bed tax
Some questions that may be helpful to keep in mind are--
Who and what do you want to protect/support with a short term rental ordinance? What are some other communities doing that we could learn from? What problems does this proposed ordinance seek to solve? What problems does it not seek to solve? How enforceable is it?
